Minute of Committee Meeting held in Memorial Hall on Thursday May 26th 2005 at 7.30pm

Welcome - The Vice Chairman, Norma Davis, welcome everyone to the meeting and apologised for advancing the meeting a week because of unforseen circumstances.

Present- N Davis, E Woodcock, S Williamson, D May and S Swinley, J Edwards and B Littlejohn, a member of the public.

Apologies - G Becher (Chairman) and Cllr Douglas.

Minutes - These had been previously distributed and were adopted as correct.

Matters Arising -

  1. 20mph zones- Colin Stirling of Fife Council had been emailed and the results of the questionnnaire forwarded. There was no further information from him regarding the situation, other than the previous reported communication. Everything was on hold until the situation was resolved. There was concern about the black bags flapping around the 20 signs. The Secretary agreed to email Mr Stirling and also point out concerns about the Eastern junction of Osnaburgh Court with Station Road. Overgrown shrubbery at No 2 was perceived as a hazard at the blind corner at the junctions of Osnaburgh Court and Edenbank Farm on to Station Road.
  2. Local Plan - The response to the Consultation of the Draft Local Plan had been sent to all the Community Council Members, the Local Fife Councillor, the Locality Manager, Fife Council in Glenrothes as well as Cathy Kinnear, Development Services in County Buildings. She also forwarded it to the Transportation Dept. NB The reference number for Dairsie's response is 2019. Policy/site ref N38 and the Council's ref is E4 EFLP 1.
  3. Planning -Application for a dwelling house at rear of 29 Main St. This had been refused on the grounds of being too big and out of keeping for the site and overlooking properties on three sides.

Rights of Way- Jill Edwards had attended a Core Path Meeting and had penned a letter re access problems at Todhall for the Chairman to sign. There may be an entitlement to grants.

Garages (behind school) Ownership- This was not resolved.

Councillor's Report - In the absence of Cllr Douglas there was no report.

Treasurer's Report - The Treasurer reported that the accounts had been completed. Current Account £18.44. Savings Account £298.95. Fife Council had introduced new forms for grants.

Correspondence -Best kept Village- judging week commencing 20th June, Safer Neighbourhoods, Environmental Network, Scottish Civic Forum,VONEF, Scottish Assoc of Community Councils, Police Newsletter, Forestry Commission, Trafalgar Week, Fife Access Seminar ( the Secretary would be on holiday and the date was not suitable for the others), Vacancy Children's Panel, Environmental Services Newsletter.

AOCB- There was concern about the amount of untended vegetation at the Moonzie Burn Right of Way and who was responsible for upkeep.

Bus Shelter. There was a comment that there would not be enough room for a side panel opposite the park. The appropriate dept had already been contacted re complaints about the draught. Side panels had supposedly been ordered by Fife Council but nothing has happened.

Web site. This is being regularly accessed. Latest query about a locality possibly called Blinton. Could be Milton if from handwritten old records.

Note -This item needs to be clarified at next meeting RE- Research Part 2 Land Reform Scotland Act- register interest in land or property.

AOCB- Mr Littlejohn stated that he had attended the meeting especially to address Cllr Douglas to enquire about the Councillor's, MEP's and MP's stance regarding the Draft Local Plan proposals. Much had been said by others. He was disappointed that the Councillor and the Chairman were absent.

A notice would be put in the shop for all Community Council meetings and a copy of the minutes would be availble in the shop.

Road Safety- There was concern about the second crash in 2 weeks at the roundabout.

School Board Elections- There were positions vacant for 2 co-opted members. The name of someone considered suitable was mentioned and this person would be approached by the School Board.

School Ceilidh. It was hoped to hold a Ceilidh for St Andrews Day.
