Note: Due to a misunderstanding about booking arrangements and conflict with the Youth Club, the meeting was hastily located to Edenbank to deal with outstanding business.
A Special Meeting inviting residents to discuss the Housing Questionnaire and allowing more time for everyone to have a say was to be arranged (see end of minute).
Present: Cllr Douglas, Colin Gilbert (Locality Manager), Chairman G Becher, N Davis, S Williams, J Edwards, D May, E Woodcock, B Littlejohn.
Apologies: S Swinley. The Chairman also apologised for the inconvenience regarding booking arrangements.
Minutes: After discussion it was clarified that it was in order to approve the minutes. These had been previously circulated and were adopted as correct.
20 zone Osnaburgh Court - The Transportation Dept of Fife Council were preparing to impose the 20 zone in Osnaburgh Court with the proposed road engineering works and stated that the Police would only support a mandatory 20 zone. Members of the Community Council were unhappy with this imposition and its accompanying design. There was concern that speed in Osnaburgh Court had never been measured and it was queried whether traffic calming was necessary. It was clarified that the Community Council would agree with speed reduction in areas of the village if it were an issue. In this case the views of the community were not being listened to.
The Secretary was instructed to contact Head of Transportation Fife Council, Dr Rob McLellan, Colin Stirling and Derek Crowe.
Housing Questionnaire - 240 questionnaires had been distributed and 142 were returned ie 59%.
There was a discussion about the interpretation of the questionnaire results and that the NO/YES results did not take into account the initial NO and reluctant YES. This would be amended and also include a brief summary of comments.
Cllr Douglas made the point that a potential ring road at Cupar would impact on Dairsie, particularly with increased traffic. If Cupar wanted a ring road then the cost could be major housing but was not immediate.
Dog Warden - Residents were reminded that two witnesses were required for a prosecution regarding dog fouling. Fife Council were considering amalgamating powers to deal with miscreants with dog wardens, traffic wardens and police.
Parking on pavements - There had been no reply from the Community Police.
Proposal for Pedestrian Crossing - Fife Council were proposing a PUFFIN Pedestrian Crossing in Main Street subject to appropriate legislation and finance. It could be included as a category 2 works scheme for 2005/2006. A plan was attached. It was important that the site was at the pedestrian desire line and would have minimum impact on loss of parking. There would be lights and zig zags and hopefully pavement repairs. The school 20mph zone would go ahead. The 20 sign posts would stop where the zig zag started and would keep speed down.
The Community Council considered the proposal and approved. The Secretary was instructed to send a positive reply to the Transportation Department and ask if those affected had been informed. In the meantime the Chairman would make a courtesy visit to Mr Hain. The owners of the shop had been informed by Fife Council.
Councillor's Report - Cllr Douglas had no other comments at this point.
Treasurer' Report - The Treasurer reported that the Current Account held £335.90 and the Savings Account £290.95. He raised the point that there was increased paperwork involved with the grants received from Fife Council and could see no extra benefit to a small Community Council like Dairsie when the grant had not increased.
Correspondence - Seminar, Bloom Campaign, to be held on 7th November in Assembly Rooms, George Street, Edinburgh.
At this point Jill Edwards drew attention to the school's involvement in "Enterprise, School and Community". The school had a Gardening Club and it was hoped there might be some liaison with the community. It was decided that Jill would invite the Headmistress to the meeeting of the Community Council on 1st December.
Tayport Alliance Meeting. Representatives from communities affected by the Draft Local Plan Proposals were liaising. It was planned to hold a Protest Lobby in Edinburgh on Thursday 24th November and in the evening a Public Meeting at the Corn Exchange at 7.30pm with invited MSPs and Councillors. There would be a presentation highlighting the views of communities affected and what action taken to date. There would also be a Question and Answer section.
