Minute of meeting held in Memorial Hall on 1st December 2005 at 7.30pm.

Present - G Becher, N Davis, J Edwards, D May, S Swinley, S Williamson, Councillor P Douglas, Colin Gilbert (Locality Manager Fife Council) and 5 members of the public.

Apologies- E Woodcock.

Minutes - The minutes of the previous two meetings had been previously distributed and were adopted as correct. Prop. S Williamson. Seconded by N Davis.

Matters Arising

Pedestrian Crossing - D May expressed concern that the positioning of the proposed crossing further west would have a detrimental effect on the shop's business and may lead to closure. Mr Hain explained the objections the garage has to the preferred site. S Williamson explained that Fife Council had proposed both sites with the preferred position being in front of the garage. G Becher said that the Community Council had not stated a preference as such but had welcomed the allocation of a pedestrian crossing for Dairsie. Colin Gilbert undertook to again ask Colin Stirling to make contact with the parties immediately affected by the proposal. It was also agreed that a request be made that the zig-zag markings on the garage side of the road be extended across both the forecourt entrances.

20mph Osnaburgh Court - Residents had not yet been sent the promised letters regarding the latest position by Fife Council.

No 6 Main Street - The overhanging bushes had not been dealt with. C Gilbert said he had asked for that to be done and would ensure that it would happen.

Councillor's Report

Cllr Douglas said that unemployment in W Fife stood at 3.3% and in E Fife in his Ward it amounted to 32 people.

Crime figures are likewise very low. However there had been 16 cases of forgery and fraud in St Andrews.

Recycling in Fife is falling below target. As a result this could result in a potential penalty of £2m. in 2008-9 (equivalent to £16 on Council Tax) and £27m by 2020 (equivalent to £200 on Council Tax). Recycling is annually at 28% across Fife so more needs to be done to promote the practice. W Fife has further to go!

Affordable Housing - Cllr Douglas will supply copies of the guide which has just been produced. The preferred model appears to be a combination of shared equity and rented.

Correspondence

Mr Hamilton's letter- It was agreed that this should be forwarded to the Council with a covering letter from the Community Council endorsing his comments.

Petition to Scottish Parliament-Planning (Scotland) Bill. This was passed round meeting and need to be returned to Scottish Parliament by 30th December.

Common Good Land- Cllr Douglas will lend a copy of this document.

Radioactive Waste

WRVS. Looking for funds-no action.

Forth Sight- a copy to be placed in shop.

Treasurer's Report

Current Account £335.98. Savings Account £298.95.

AGM

D May proposed that efforts should be made to fill the vacant place on the Community Council. Two names were proposed, Blair Littlejohn and Saul Hain.

It was agreed that a letter would be sent to each of these gentlemen stating that they had been proposed. It would invite them to attend the next meeting to state their case for co-option/election.

AOCB

Dairsie Bridge - Mr Roberts asked why repairs had still to be done to long term damage. Cllr Douglas said that Historic Scotland was involved in approving the work. He said the Community Council, nevertheless should write to Transportation about it.

Rights of Way - J Edwards asked if there had been a reply to our letter regarding the Todhall and other Local Rights of Way. As there had been no reply it was agreed the Community Council should contact Core Paths about this.

Best Kept Village/Village in Bloom- J Edwards apologised for not asking Mrs Birtwhistle to attend this meeting. She could be invited to the next meeting when the consideration of her proposals would be part of the Agenda. Cllr Douglas would send details of a grant of up to £250 for participating villages.

PREF - D May reported back on a visit to Holyrood on 23rd November to lobby MSPs about the proposed Housing Levels in the Draft Local Plan. He also reported back about a meeting the following week in the Corn Exchange in Cupar.

All Thursdays - February 9th, April 20th, June 8th, August 17th, October 12th, December 14th.

Cllr Douglas would be unable to attend the August meeting.
